This is a bad idea. I'm sure there are much too many people who aren't capable of accepting low rates, and would probably take it personally. There is a great potential of people making hate rates, just to "return the favor" if they know someone gave them a bad rating.
No one would dare rating anything low anymore, and you might as well just remove the rating system all together, or make a voting system instead, that only allows positive votes.
As I see it, people don't rate too honest already. They much rather not rate, than rate low. If their rate were public (or the artist could see it) there would be next to no low ratings, and its bad as it is already.
And why is it even necessary? People already know that others are more likely to rate back if you leave a comment, and if you don't leave a comment, you know you can't expect the favour to be returned. People know that.
But what people rated shouldn't change whether or not you think they deserve a rate back. Especially not if you only return the favor if you get good ratings. Again, it defies the purpose of honest rates, and your own honest rate shouldn't be influenced on what they rated yours.
If the drawing is good, you give it a good rating, and if its bad, you give it low. Its how its meant to be, and if people start doing favours, ignoring the quality of the drawing, you might as well just drop the whole concept of rating.

I used to draw on a site that show people who rated and what they rated. This option will eliminate voting fairly because people will be afraid to vote honestly. Even though it seems that most of people give maximum votes, maybe there are persons which will prefer to give a lower rating so that the authors of the drawing to know to get better. Implementing this option will only lead to more expressing of hate and internet trolls.
I don't think there's any need to worry about this. if Mick was really considering it he probably would have of done it by now 
i don't consider someone giving another person a 3/5 hate rating i think that if the person truly believed it was only worthy of 3 hearts out of 5 then that's what the drawing deserves. i hate "hate rating" which is why i ask people to give me honest feedback all the time. if people hate rate its because they are douche bags with no life

I believe its the people who are guest in order to leave comment you have to join. Then their are those who love it but have nothing to say so they just rate

It always makes me laugh when people attribute anonymity to honesty.
Anyways, forget about this ever happening. It's been suggested and denied many many times. People love their "honest anonymity".
