this may sound dumb but ive been wantine to see a tutorial on SPARKLES for a while...you know sparkly stars, sparkly people (NOT EDWARD X3), sparkly objects....idk just like SPARKLES xD

With a colored bg : put white dots everywhere on your drawing and add white airbrush (with low opacity) on each of those dots.

Or, airbrush with a color that is not white and add white dots, white lines, white stars, white flowers, whatever... on the airbrushed parts.

Check hersheys177's drawings, she does them very well tongue
