Successfully I have found a solution to solve this problem.
When clicking the drag tool and clicking another tool it always seems to make the canvas follow your mouse, BUT when clicking the upper side of the toolbar of the tools selection it'll stop moving. (this also includes clicking another tool first otherwise it won't work)
Here's a picture to show you exactly what I mean:
I know many flash users have been having troubles with this glitch so untill it's fixed it's best to use this option for now.
I luckily happened to be making a drawing on flash and was bothered by this glitch so when I found this solution I was pretty happy. I hope this'll help other people too that were really annoyed by this glitch.
I'm glad to be of use to have made this glitch into something that can be fixed temporarily untill Mick finds the glitch that has made the drag tool act like this.
I'm saying this to help people, it may be that other people might've known but not everyone does. So, I'm saying this in the forums to help them so everyone will be able to use it properly.

that happens to me but on java and not flash so i'll try what you suggested see if it works java too
