This is a scence 4rm Pokemon 2000, where Lugia, a white dragon/bird-like pokemon emerges and bursts from out of the sea. As he does so, he rapidly spins, creating massive whirlpools in his path. I rlly dont watch pokemon, I'm rlly not even a fan....
