Step 1

First you draw a 'skeleton' to help you out drawing the dragon. It doesn't have to be perfect and accurate, just as long that it can actually help you out and not make a deformed looking dragon.

Step 2

Next you sketch out the head. Dragon heads can be any shape and size(the body too) so it doesn't really matter how you draw it.
Most dragon heads have a long snout and have small eyes. The horns can be anything.
The necks are always long. At the base of the head, the neck is slightly larger than the rest of the neck. This is because of the throat and the top of the spine.

Step 3

Next you sketch in the arm or front leg. The arm is usually like a human arm.
You also start sketching in the wing.

Step 4

The wings of dragon are usually like bat wings. The bat-like wings are almost exactly like a human arm, but the hand has longer fingers with membrane in between them.
Where the wing arm connects to the body, there should be muscles wrapped around the base of the arm. A dragon can't fly without it's wings having powerful-enough muscles to lift it's large body.

Step 5

Next you sketch in the rest of the ribcage and stomach/waist area. Then you sketch in the hind leg.
The hind leg is usually larger and/or longer the the arms.

Step 6

Next you sketch out the tail. Dragon tail are any length and thickness, but they're usually long and thin.
You also sketch in the rest of the legs.

Step 7

Next you ink the line-art of the dragon.

Step 8

And finally you can color your line-art. Colors of dragons can be any design and shade. Specific kinds of dragons may have certain colors and designs.
