I love doing manga eyes, even on paper. I have created a original style of manga eyes which looks unique. Here is how i do them
Step 1do a normal eye outline
(during these steps i am using a mouse, so i am sorry if i use the line tool)
Step 2do the pupil
(leave a gap as shown)
Step 3add 2 lines and a dot ( =.= )
might as well do a eyebrow, if u want
Step 4lower your alpha/transperacy a bit, by 20 - 30%
do small lines along the eye, make em higher at the beginning of the eye and make em smaller as the go down to the gap, do the same on the lines near the dot.
Step 5now lower the alpha by another 20% and switch to the fill tool (if you like)
fill the shown area, but make sure the lines you are filling can still be watchable (just nearly) make it that its darkest at the beginning of the eye and then make it lighter and lighter as it goes to the gap. Do the same for the line near the dot.
Add some additional shadows near the eye to make it look nicer, just a tip
Step 6raise the alpha by 40% or higher and switch to the airbrush.
As shown: fill the area near the pupils fading to adjust the feeling of the eye getting lighter and lighter,
fill the area till the there is a sort of white spot in the bottom middle of the pupil.
From a view, its there were the white dot as seen in other manga eyes is.
Add some shading near the eye as well

Step 7if you add nose,hair, ear and overall head, it would look like this.
fyi, no effort on the hair for my part, you can do better than me
Step 8if you want to add a color to your eye, like green:
lower the alpha a lot, to 20%
fill the area of the pupil, except near the white part. Fill over and over till you find the unique touche
after you finish, raise the alpha, darken the dot and use the airbrush(black) to shade at the top of the pupil.
Step 9There your all set, there is nothing i can teach you no more (wise sensei =o= )
