Step 1

First of all, I usually color the whole thing black. It usually looks better when it's done, but it doesn't matter that much.

After you've don that, go to the regular pencil an keep the size 1%. Put scattering, spacing, color, and opacity on 100%. Then scribble everywhere in the colors you pick and the places you want too.

 

Step 2

After step 1, the canvas should look like this (not exactly of course).

Then, go down to the smudge tool, and make opacity and color 100%. Next, turn blend, spacing, and scatter to 0%. After this, your ready for the next step.

 

 

Step 3

Now you're almost done. All you have to do now is smear everywhere!

A few tips when you're doing this: (3. Try not to smear of the canvas and then go back on the canvas because it will look like a thick solid line. (2. When you're smearing, pick up the brush every once in a while so that it all won't look the same. (3. Try not to leave any dots visible. (4. You can go over it a couple of times so all of the colors get mixed up.

You get better at it the more you do it.
