Step 1

Most important is the brush setting you need to make soft hair. Select any basic brush and the paint can on your left panel. Select Other Dynamics, select Pen Pressure on both Opacity and Flow Jitter, then make spaing only 1% for a smooth line ^U^.
If you want a very refined hair, select Shape Dynamics, then Size Jitter to Pen Pressure. ^U^

 

Step 2

Open a regular 10x10 doc with a white Background and a resolution no higher than 96 dpi.

Now draw a a slightly angled egg-thing for a head and put a cross as shown. The horizontal line goes ABOVE the ears will the vertical one goes through the center of the face. OR use the image at right by PrntScrn it and put it into Paint by Ctrl+V.

The hairline is in red. Notice that it goes ABOVE the ear and only a little below the neckline. The forehead is visible if one has extremely short hair or has it pulled back.

 

 

Step 3

Next, you want to pick a color for your person. Here are all of the natural colors. When you pick your color, you need at least one highlight (lighter {from top left corner of the box})(any color depending on the enviroment), the base (medium saturation {higher middle}), and one shadow (darker{bottom right corner}). You'll place these according to where the light is and is not.

Now we want to draw the hair and basic shape. We start at the PART, where the hair grows. Put a bunch of close, short lines and show the volume of the hair by how much space is between the top layer of the hair and the scalp. Add ends, bangs, and you're ready for the next step! ^U^

 

Step 4

Now for the color! Turn OFF the Other Dynamics to set the base color. Turn it back on for the highlights and Shadows and turn off the Shape Dynamics. Blend by Alt+Click on the intersection of colors. Oh, and the part will have a shadow, then highlight and a sliver of skin will be visible in the part. There can be so many highlights and shadows(for every hair even!), so I used a general highlight and shadow. ^U^

 

Step 5

Now create a new layer. Deselect the Other Dynamics and select Shape Dynamics. Outline the hair and create extra shadows or layers. Use the burn and dodge tools for the finishing touches on the bottom layer. Erase the hair outside the lines on the bottom layer. You did it! ^U^

 

 

Step 6

Now for the eyelashes. In manga the eyelid is heavy with mascara at all times. ^U^

To draw an eyelash is easy, they're like sideways smiles varying in length. Oh, and don't forget that the eye has a lid crease and tear duct. Notice that the tip of most eyelashes is white. ^U^

 

Step 7

Here you can see that eyebrows are always longer than the eye. It's pretty much the same shape as the eyelash.

 

Step 8

Some notes on hair: You draw it with flicks of your wrist, NO FINGER-USAGE! It is very flowy, and it falls everywhere. It is light and hair strands moves as a group when bound together.
