you have to used the advanced tool though

, brush size as large as you want the bubble, make a circle. then with the eraser use a brush size 5-10 sizes smaller and erase the center. then you get the airbrush tool and on low opacity (15) and on white, mist around the circle. ^^

background: With the watercolor brush put a dark shade of the color you want on top then a light shade on the bottom, with a medium shade on low opacity and high blend(100%), blend the middle. then on a new layer with then pen on white, full opacity
